"Alecu Russo" State University of Balti (USARB) is a public institution, registered in the State Register of legal entities on
24.01.2007. USARB is part of the domestic higher education system, which operates on the basis of international agreements and conventions, the Constitution of the Republic of Moldova, the Education Code, the code on science and innovation of the Republic of Moldova, the University Charter and internal normative acts. USARB is a with autonomous non-profit financial unit which operates in conditions of self-management, correlated with the principles of public responsibility for the quality of all professional training, scientific research and services provision with efficient management of funds and state patrimony

The mission of UASRB consists in a) professional training of highly qualified personnel for the national economy, able to work in market economy conditions; b) organization and management of fundamental and applied scientific research, oriented to solve current socio-economic, cultural problems and achieve technological transfer of university scientific research results.
